CONSTITUTION AND BYLAWS
Student Alumni Council
Southern Illinois University Carbondale
Founded under the direction of the SIU Alumni Association, Student Alumni Council is a service organization, designed to act as a common link between students, alumni, administration, faculty, and friends of SIUC. Student Alumni Council works toward meeting goals of the Alumni Association, making students aware of their potential role as alumni and rewarding outstanding students. The Student Alumni Council is part of the National Student Alumni Association/Student Foundation network - District V.
We believe that as students of Southern Illinois University, we have a special relationship with our Alma Mater that represents a lifetime commitment in the fulfillment of our dreams and aspirations. As students, we are the focus of her goals and objectives. As alumni, we will represent the result of her mission and the embodiment of her spirit in the world. What she is, we are: What she becomes, we become. Because we are the emerging essence of our institution, we will strive to enhance this special relationship between students, alumni, and others so that the heritage of our Alma Mater will always be a part of our lives B for the present as we follow our dreams, and after graduation, as we make them come true.
ARTICLE ONE - NAME
The name of this organization shall be the Student Alumni Council of Southern Illinois University Carbondale (henceforth referred to as the SAC).
ARTICLE TWO B MEMBERSHIP
2 - 1. Any full time enrolled student in good standing at SIUC may be a member of the SAC.
2 - 2. Incoming members shall serve as Associate Members until reaching a designated amount of points determined by the Executive Committee. Upon achieving designated points, associate members shall become full members with full voting privileges. Until reaching the designated point total, associate members are ineligible to vote in elections and in all other matters of the SAC business.
2 - 3. Current SAC members need to obtain 20 points each semester to maintain full member status.
ARTICLE THREE - OFFICERS
3 - 1. The elected officers of the SAC shall be the President, Vice President, Secretary and Controller. These officers shall serve as the Executive Committee (henceforth referred to as EC). As the EC, the officers will: formulate and present policies, procedures, and programs to the Council for consideration, implement and take action on approved projects, meet prior to Council meetings, and establish orientation sessions for incumbent, new officers, and committee chairs.
3 - 2. The Officers shall serve for three consecutive semesters beginning in the summer and concluding in the spring.
3 - 3. President
The President shall serve as the official spokesperson for the SAC; to preside over all meetings, to reserve the right to create temporary committees, to call special meetings, to serve as an ex-officio member of all committees, to and shall also serve as a non-voting, ex-officio member of the SIU Alumni Association Board of Directors. The President shall not vote at Council meetings, except in the event of a deadlock vote.
3- 4. Vice President
The Vice President shall assist the President with all internal and external functions of the organizations, serve as acting president in the absence of the President, and act as the liaison between the EC and the Internal Committee Chairs.
3 - 4.1 In the event of the resignation or impeachment of the President, the Vice President shall assume the presidency.
3 - 4.2 If the vice presidency is vacated due to any reason, the Council shall elect a new Vice President.
3 - 5. Secretary
The Secretary shall maintain a record of all meetings within the organization, coordinate correspondence, and be responsible for the organization and filing system for the Council. The Secretary shall also serve as the liaison to the Student Alumni Association/Student Foundation Network.
3 - 6. Controller
The Controller shall maintain a record of the Council=s fund, and with EC approval, allocate funds and develop a budget. The Controller will also organize all fundraising efforts of SAC.
ARTICLE FOUR - STANDING COMMITTEE CHAIRS
4 - 1. Extern
The Extern chair shall chair a committee responsible for working with the designated graduate assistant to carry out the Extern Program, including correspondence with alumni sponsors and students, and assisting in the administration of the selection of externs.
4 - 2. Super Student
The Super Student Chair shall chair a committee responsible for the administration of the awarding of the Super Student Scholarship Award and the selection and recognition of the A25 Most Distinguished Seniors.”
4 - 3. Special Events
The Special Events Chair shall chair a committee responsible for the planning and execution of all special events that include SAC involvement. Such events include: Homecoming, Great Saluki Tailgate, Cardboard Boat Regatta, District V Conference and any other event deemed as a special event by the EC.
4 - 4. Public Relations
The Public Relations Chair shall have the responsibility of chairing a committee, responsible for the promotion of all the SAC activities, and keep a written and photographic record of all these activities.
4 - 5. Public Affairs
The Public Affairs Chair shall chair a committee responsible for the planning and coordination of all the SAC volunteer work and social activities. The chair shall also be responsible for the planning and coordinating of any philanthropy that does not financially benefit the SAC.
4 - 6. Membership
The Membership chair shall coordinate events in an effort to attract members to the organization. This will include the planning and implementation of New Member Night. The Membership Chair shall work with the Public Relations Chair in the promotion of these events.
Ultimately, this position will help to bridge the gap between students and alumnus/alumna, and bring the SAC members and SIUC students to membership in the Association.
ARTICLE FIVE - ELECTIONS
Elections shall be held each spring semester during the third week of April. The officers and standing committee chairs shall be elected at this time. Full members are eligible for EC and Chair positions, associate members are only eligible for chair positions and upon election are considered full members. Newly elected officers and standing committee chairs shall take office at the last regularly scheduled meeting of the spring semester.
ARTICLE SIX - IMPEACHMENT
6 - 1. Officers and council members may be removed from the SAC for reasons designated by the EC and advisor. These include the lack of attendance at meetings and events, failure to fulfill designated duties, and any other reason so deemed by the EC. Only a full member of the SAC can move to impeach.
6 - 2. Impeachment and removal of officers, committee chairs, and members shall be enacted by a 2/3 majority of the SAC.
ARTICLE SEVEN - MEETINGS
7 - 1. SAC meetings shall be held the first and third Monday of each month unless otherwise designated. Meeting times and places shall be decided upon by the EC at the beginning of each semester.
7 - 2. The EC shall meet bi-weekly at a time and place to be determined at the beginning of each semester. The EC shall consist of the officers and advisor or their designate.
7 - 3. The President, Vice President and advisor shall have the authority to call special meetings of the SAC.
7 - 4. The quorum for this organization shall consist of one-half plus one of the full membership.
ARTICLE EIGHT - AMENDMENTS
Amendments to this constitution may be proposed by any full member of the SAC. Proposed amendments must be approved by a simple majority of the EC and ratified by a 2/3 majority of the SAC
ARTICLE NINE - RATIFICATION
This constitution must be passed by a 2/3 majority of the SAC for approval.
ARTICLE TEN - BYLAWS
Roberts Rules of Order shall be used to clarify items that are not specifically defined by this constitution.
